By initial estimation, in 2005 the economy of the republic attracted investments in a fixed capital in volume of 7615,2 million roubles, that makes 84,4 percent to the level of 2004. According to the Ministry of Economy of RB, due to the report authorized by Rosstat ( expected in January - February 2007), the volume of investments in fixed capital in the Republic of Buryatia in 2005 will make 9445,2 million roubles in correspondence to the Program SER of Rà for 2005-2007 years.
In recent year managing subjects and individual builders put into operation on the territory of the republic 1610 dwelling houses (2291 apartments) with total area of 199 thousand sq metres that made 101,1 percent in comparison with the year of 2004. In countryside 944 houses were built with total area of 67,5 thousand sq.m.
In December they finished the construction of 625 dwelling houses with total area of 91,1 thousand sq m ( in December, 2004 - 82,4 thousand sq m). The density of dwellings built by individual builders in December was 37,6%.
In 15 districts of the republic and in Ulan-Ude the level of the constructed houses exceeded the number of the houses constructed in 2004. In 16 districts dwelling houses were built only by individual builders.
In 2005 the following objects of social sphere were built, as out-patient and polyclinic establishments for 92 patients in a shift, boarding-houses for 111 disabled (Babushkinsky PNI ? for 55 people, a boarding school for mentally disabled children ? for 56 persons), attach to school for 120 students, a building with lecture-halls of the ESSTU with total area of 6200 sq m, camping for 30 persons, and waterpipes 4 kilometers long and thermal networks - 0,4 kilometres long.
By the operative results of executing federal aimed programs (FAP) and federal addressed investment program (FAIP) for 2005, the Republic of Buryatia received from the federal budget 1201,1 million roubles or 84,0 % from 1430,73 million roubles planned. (Tab. 1), including FAIP, i.e. 580,7 mln roubles, or 90,0 % from 645,82 mln roubles planned.
Within the framework of realization FAP and FAIP in 2005 the republican budget provided ßÍ-financing in volume 101,65 mln roubles, that made 87,5 % from the planned limit of 116,22 mln roubles, and 8,5 % from the volume of means, which actually were received by the republic from the federal budget.
Practically on all curators of realization of federal aimed programs on the territory of the Republic of Buryatia means from the federal budget in 2005 were received in the whole volume.

The limit of capital investments in construction of the objects built on limits of capital investments, for 2005 is stipulated in the sum of 78,34 mln roubles, by 01.01.2006 the volume of building and erection works has been fulfilled on 75,582 mln roubles (96,5 %), financed 77,6568 mln roubles or 99,13 %.
According to the Law of the Republic of Buryatia ? About the republican budget for the year 2005 ?, taking into account changes adopted in September session of the National Khural of the Republic of Buryatia in the item of charges ? Capital investments on limits of the Government of the Republic of Buryatia ?, the construction of objects of social sphere is planned to allocate 78,34 million roubles, including the branches:
- housing construction - 6,0 million roubles;
- education - 45,7 million roubles;
- public health service, physical training and sports - 11,34 million roubles;
- culture - 3,0 million roubles;
- other branches (PIR) - 12,325 million roubles

This volume of budgetary funds has been distributed keeping in view introduction objects and the objects passing since 2004.

On 01.01.2006 actually financing of objects of social sphere was provided by capital investments in volume of 77,65 mln roubles, that makes 99,1 % from the annual limit, including branches:
- housing construction - 6,0 million roubles (100 %);
- education - 45,67 million roubles (100 %);
- public health service, physical training and sports - 11,34 million roubles (100 %);
- culture - 3,0 million roubles (100 %);
- other branches (PIR) - 11,64 million roubles (94,4 %).

The volume of building work executed by contract organizations makes 75,58 million roubles or 102,7 % from the sum of actual financing.
According to the annual limit of capital investments building of all objects was financed in the whole volume, except perspective and exploration work for the sum of 683,24 thousand roubles including:
- on the Centre of the Olympic training the amount of executed works was made for the sum of 8,758 million roubles, not received 41,7 thousand roubles;
- in school ? 2À, the town of Kyakhta because of poor-quality design works PSD not accepted for payment in the sum 380,0 thousand roubles;
- by the general scheme of location of objects and infrastructure of tourism the state contract was made for the sum of 870,5 thousand roubles. The volume of executed works has made 737,77 thousand roubles. The deviation from the limit is 262,24 thousand roubles.

These financial means were sent to financing socially important objects, on which there was an increase of a limit in the September session of NK of RB, i.e. the Children's many-profiled hospital, the Republican clinical hospital named after Semashko, school in v. Issinga, school in v. Bagdarin and others.
The allocation of a limit of capital investments in 2005 allowed to put into operation the school in v. Bain-Bulag in Kyahtinsky district for 120 pupils.
