Tatyana G. Dumnova was born on September 24, 1958 in the village of Khasurta of Khorinsky region. She graduated with a first-class honours degree from two higher education institutions ? East Siberian Technological Institute with the speciality ?engineer-technologist? and the Russian Academy of State Service at the President of the Russian Federation with the speciality ?system analyst of information management technologies?.

Tatyana G. Dumnova initiated elaboration of some directions in the work of the Government of the Republic of Buryatia that had no analogues in the Russian Federation. She initiated and supervised elaboration and adoption of the Law of the Republic of Buryatia ?On State Minimum Social Standards?. She started to solve the problem of depressed settlements in the republic and elaborated methodological basis of their support. One of the most important innovations of Tatyana G. Dumnova is methodic basis of introduction of indicative management system in the Republic of Buryatia.
